The people on the first floor pressed the call button outside the elevator to bring the elevator to the first floor. Then the three men with luggage got in the elevator and the fourth man ran up the stairs and called the elevator back to the fourth floor. You don't need a badge to just call the elevator to a floor.
This happened to Jared at work. The badge system didn't work and one of the men with Jared offered to run up the stairs to call the elevator so the other three could ride in it.
Funny.
